I. Introduction
The Town of Ault, Colorado is soliciting a qualified architectural or engineering firm to submit a proposal to provide preliminary design and cost estimates for a new Town Hall/Police Department.
The following Request for Proposal (RFP) provides a brief description of the Town, scope of work, submittal requirements, and criteria to be used to evaluate submittals. Partial funding for this project is provided through the Department of Local Affairs.
II. Description of Ault
The Town of Ault, with a population of approximately 2,500 is located in Weld County, at the intersection of Hwy 85 and Hwy 14, which is approximately 11 miles north of Greeley or 20 miles east of Fort Collins. Railway runs north and south through the Town, along Hwy 85. It was incorporated in 1904, and is a statutory town.
III. Scope of Work
This project will provide a qualified licensed architectural or engineering firm to estimate build for a new Town Hall/Police Department or build for a new Police Department and renovate existing building for Town Hall within the Town of Ault, CO and develop preliminary design and cost. This is to include building design, survey work and geotechnical testing on the preferred scenario after initial review. Refer to programing needs attachment for additional information.
The amount allocated for this project is $50,000; half of which are DOLA grant funds.
IV. Submittal Requirements
Proposals should be submitted in two parts. The first will deal with the substance of the proposal, and the second will be the cost analysis for the project.
The Town of Ault reserves the right to reject any and all proposals. All costs, including travel and expenses, incurred in the preparation of this proposal shall be borne by the proposing firm. All work product, whether electronic or in hard copy, will remain the property of the Town of Ault, and will be provided to the Town upon completion of the contract or upon request.
Proposals should include:
- Executive Summary--Provide an overview of the significant features of the proposal.
- General Information--Provide the contact person, company name, address, telephone number, and other general information you believe to be relevant.
- Services--Discuss which services are to be provided under the proposal, and which services, if any, are specifically excluded.
- Timeline--Include completion milestones for each step of the work program.
- Organization and staffing plan--describe how you will organize the personnel; identify the people who will actually be doing the work, and whether they are employees or subcontractors.
- Town-provided materials--describe what, if anything, the Town is expected to provide, including office space, records, or other tangible or intangible support items.
V. Criteria for Evaluation of Proposals
Each of the three criteria listed below are equally weighted in their importance in evaluating the proposals. Quality and successful completion of similar projects.
Discussion of approach; the clarity of responsibilities, the ability to work with the Town's staff and elected officials. Time commitment and cost.

PART ONE - CONTENT AND CREATIVITY
- Describe the process you will use to develop the various elements or products contained in the "Scope of Work."
- Describe the products you anticipate will be generated by this project and show examples (if appropriate and practical).
- Provide a timeline schedule for completion of the project and an analysis of the estimated time to be spent upon each product and each element of the process.
PART TWO - COST ANALYSIS AND CONTRACT REQUIREMENTS
- A breakout of the anticipated project cost. We require that you provide information on the cost of each element or task and the total cost of the project. This information will be related to the number of hours to be spent on each element as defined in Part One. The total cost of the project is to be on a "not to exceed" basis.
- Describe your contract requirements, billing procedures, billing schedules and progress reports, etc.
SELECTION CRITERIA
Responding firms will be rated on the following criteria:
- Your proposed project performance plan and the role each person will have in accomplishing the work.
- Recent experience on similar projects and how those similarities might relate to this project. Please provide examples and references.
- Firm's familiarity with the Ault, Weld County, Northern Colorado area.
- Capability of the firm to perform the work on schedule and within budget. Overall project cost.
